‘La La La La La’

Farmers and other Ag and business people on the Big Island are in disbelief – to put it mildly – that Mayor Kenoi signed Bill 113, the anti-GMO bill, last week, without first putting together a group to research the science and investigate the serious, unintended consequences we know will result.

But farmers are very practical and play the position that exists on the chessboard, not the position they wish they had. Most of us are moving into strategic contraction mode now.

For example, we had an application in to the USDA to dedicate 264 acres of our farm into agricultural land for perpetuity. We had been going through the vetting process over the last two years and had already been told we were among the top three state projects, as determined by a Department of Land and Natural Resources subcommittee.

I just received a letter Friday asking for more information about our application, with a comment from the Western Region director stating that our project had the highest priority.

I wrote back saying we are withdrawing our application. Nothing personal; just playing the position that now exists. Instead, we will subdivide the property so we have options as we go forward into a future that has some new uncertainties.

If there’s an upside to the mayor signing the bill, it’s that maybe now we will finally take a real look at the current Peak Oil crisis and how it affects the Big Island’s food self-sufficiency situation, and come to grips with finding long-term solutions.

Being open to safe scientific advances when needed (a.k.a. biotech or “GMO”) would have been a way to decrease our dependence on petroleum products, such as pesticides and fertilizers, and increase our island’s food self-sufficiency.

Geothermal energy is another no-brainer that will protect us from rising energy costs. Utilizing geothermal energy – which according to geophysicists will be available to us for at least 500,000 years – we can have stable electricity at an affordable price. As another benefit of geothermal, we can take the currently “curtailed” (collected but unused) electricity and make hydrogen for ground transportation; and by combining it with nitrogen in the air, we can make fertilizer that doesn’t depend on petroleum products and continue to get more and more expensive.

But Senator Ruderman doesn’t see this and wants to kill geothermal energy.

Why? Where is he steering our ship? It feels rudderless.

These are turbulent times. Former Federal Reserve Chairman Alan Greenspan was on CNN yesterday saying that despite dumping money into the economy, businesses are sitting on a lot of cash and not investing, and banks are not lending because it’s too risky. 

He said that the level of uncertainty is like it was during the Great Depression. The next Fed chair will have to manage the interest rate, and too high an interest rate will roil the stock market. He said, “It’s hard to manage psychology.”

I do not see people paying attention to this, so let me extrapolate from what he’s saying: As a result, regular folk are not earning as much money. As a consequence of that, the government will not be able to tax people at a level needed to keep services going, such as maintaining roads (which, of course, requires products made from petroleum).

How far will this go on before we can no long maintain our infrastructure the way we are accustomed to, or take care of our poor people who need help?

What Alan Greenspan is talking about is serious business, and he’s certainly not the only person saying it.

This all boils down to the cost of energy, and how we utilize our resources in a smart and efficient manner.

I’ve gone to five Peak Oil conferences now, and have learned that experts there are all, consistently, saying that the net energy available to society is decreasing as it gets more difficult to get the energy. The consequence of this is less growth, which means less money for the government to perform the services we need to continue living the way we live. Where will the money come from?

Another expert who is highly respected is actury Gail Tverberg. She is as credible as anyone I’ve heard, and she too says it all boils down to the cost of energy. Not availability, nor how much oil still exists, but how much it costs to obtain it – and we all know those costs are only going higher. She writes

Oil and other fossil fuels are unusual materials. Historically, their value to society has been far higher than their cost of extraction. It is the difference between the value to society and their cost of extraction that has helped economies around the world grow. Now, as the cost of oil extraction rises, we see this difference shrinking. As this difference shrinks, the ability of economies to grow is eroding, especially for those countries that depend most heavily on oil–Japan, Europe, and the United States. It should not be surprising if the growth of these countries slows as oil prices rise…. Read the rest

Using GMOs to help leverage our year-round growing season was a workaround, and in my opinion, it was much less risky than what Alan Greenspan, Gail Tverberg and other experts say is coming.

We need to take action and prepare for these changing conditions. If it turns out they were wrong, no harm/no foul. If they are right, using GMO's to avoid petroleum costs in fertilizer and pesticides would have helped us immensely; and using geothermal energy will improve our lifestyle measurably.

Note that I’m not just talking about this – the whole situation scared me enough that we went and put in a hydroelectric system for the farm.

This is not about the sky falling. It’s about common sense. It’s all a matter of how much risk we are willing to take.

We need to decrease our dependence on petroleum, and our energy costs. Rising electricity costs affect the price of our food, and they take away discretionary income from the rubbah slippah folks. Consumer spending makes up two-thirds of our economy.

It’s foolish for us to put our thumbs in our ears and our fingers over our eyes and sing, “La la la la la,” but that’s what seems to be going on around here. 

We’d better have a clear-headed discussion about our future.

Mahalo, & a Silver Lining

Mahalo, everyone, for sending in testimony in support of the DLNR’s request to streamline the process of drilling exploratory geothermal wells. There was a flood of testimony in favor of the exemptions, and the non-invasive exploration was approved.

The “slim hole” exploration exemption, however, was not approved.

I thought that former Mayor and long time Civil Defense Director Harry Kim’s appeal – for the process to slow down and not move forward too fast – was very effective. Though we were on opposite sides of the “slim hole” issue, we are both concerned about the community.

It might be that this delay has a silver lining. It will give us time to gather up the data first, so we really understand how our resource looks, and it gives us time to go back to the Puna community and talk more with them, as well.

Gary Hooser, who voted against exemptions in committee, had asked for extra time for the Mayor to testify since he came all the way from the Big Island. I ran into Mayor Kim on the plane back to Hilo, and he told me we are both working for the same result. I agreed with him.

We are now going through the process, just like Patrick Kahawaiola‘a talks about.

From this blogPatrick Kahawaiola‘a, President of the Keaukaha Community Association, told me, “It is about the process” – and so we need to aloha everyone, no matter what side of the issue they are on. 

It’s very important that our geothermal resource be assessed using the most modern techniques available. Hawai‘i is so far behind third-world nations in using modern techniques to assess our geothermal that it’s actually embarrassing.

The good news is that Dr. Don Thomas will start doing this research soon. Once we have the resulting data, we can all have a real, informed conversation as to what the next steps should be.

Where we’re at right now:

In order to accommodate the 72 MW of new planned increase to HELCO’s grid, which consists of 22MW from Hu Honua biomass plant as well as the 50MW of new geothermal, HELCO will need to shut down an equivalent number of oil fired plants.
This will stop the oil cost pass through of 72MW of electricity, and result in lowering and stabilizing of electricity costs to Big Island rate payers.

What You Can Do To Support Geothermal Right Now

People have been asking what they can do to show their support for geothermal.
Would you consider sending in supporting testimony for DLNR’s request to streamline the process of drilling exploratory geothermal wells? Read the full DLNR exemption request here. This exemption was approved on May 3rd, and is up for final approval tomorrow.
You can see from these photos that the exploratory wells are not big.

And this would not exempt them from having to do an EIS if they plan to do production wells.
To send in your support, email the Office of Environmental Quality of the Department of Health before their meeting, which is at 2 p.m. tomorrow (5/17/12).
Some good reasons to support this follow. You can click on the email address, say you support the DLNR’s request to streamline the process of drilling exploratory geothermal wells, and then write about the reasons you’d like to include:
  • Oil prices are rising and we are running out of time.
  • If we can find alternate sites, Puna residents would not feel so beleaguered.
  • Geothermal energy will save people money.
  • Businesses will grow and more jobs will be available.
  • Fewer of our young people will leave to find jobs elsewhere.
  • Lower electricity costs will help farmers.
The price of electricity generated from geothermal is half that of oil, and the price will not go up. We are far behind the rest of the world in assessing our geothermal resource.
This would only take a minute of your time, and is something you could do right now if you’re one of the people wanting to show support for geothermal.

What the Geothermal Working Group Found

Advantages of geothermal:

  • It is an indigenous resource
  • It generates revenue for the state
  • It generates community benefits
  • It provides stable power
  • It is less than half the cost of any of the renewable energy alternatives.
  • The Big Island will be over the geothermal “hot spot” for 500,000 to 1 million years

IV. Recommended Steps for Hawaii State Legislators

– Make the allocation of geothermal royalties more transparent to show how benefits come back to the community. Designate the records of the allocations to be public domain.

– Establish a community advisory board to offer suggestions to the DLNR about how royalties generated by geothermal power plants are spent. The advisory board should be members of the communities that host existing or future geothermal power plants and/or those who are most impacted by the development of geothermal energy.

– Encourage the DLNR to use geothermal royalties to identify promising geothermal sites and to further develop the resource.

– In light of the probability that oil will reach $200 per barrel (Lloyds of London), the legislature is requested to commission a study to show the economic impact of various prices of oil.

– Facilitate development of geothermal with a critical review of the geothermal permitting process, regulatory capabilities, and possible investment incentives.

The Geothermal Working Group’s principal findings

– Geothermal is a renewable resource indigenous to the island of Hawaii that is dissociated from the price volatility of petroleum fuels.

– Geothermal can be a key component in a diversified energy portfolio for Hawaii County, both for the electrical grid and for transportation.

– In Hawaii, geothermal is a firm-energy resource at lower cost than fossil fuel. – Developing multiple geothermal plants is the most prudent approach.

– Geothermal has the potential to supply baseload electricity; long term reliability and the ability to supply grid management services (currently supplied by conventional fossil-fueled power plants) must be demonstrated in order to consider geothermal as the primary energy resource.

– With geothermal power plants, agricultural fertilizers, hydrogen, oxygen, and business-enterprise power can be produced for off-peak rates during the hours of curtailed electrical demand.

Overview

Geothermal energy can be developed to become the cheapest form of baseload power for Hawaii County. There are no importation or storage costs. Using geothermal as the primary source of baseload power will permit the county’s businesses to be more competitive with the rest of the world. Using geothermal as the primary source of baseload power will also help folks on the lowest rungs of the economic ladder—those who struggle with the cost of services.

In addition to stability and affordability, geothermal can leave less of an environmental impact than the commercially-available baseload power sources of electricity. There are no greenhouse gases, emissions and no oil spill risks.

The lower rates of off-peak geothermal electricity encourage the production of ammonia locally. Ammonia is an efficient hydrogen carrier that can be used to power internal combustion engines and as an aid to local agriculture as fertilizer. Light-industry business parks constructed near geothermal energy plants can use excess heat as a resource for heating vegetable and tropical flower hothouses, drying wood, and drying fish.

Benefits of geothermal energy to the community include sharing in geothermal royalties. In accordance with state law, the geothermal royalties are paid directly to the Department of Land and Natural Resources who allocate the royalties in three ways:

1. Department of Land and Natural Resources receives 50% 2. County of Hawaii receives 30% 3. Office of Hawaiian Affairs (OHA) receives 20%

Potential adverse impacts are listed below:

– Interference with worship of the Goddess Pele – Interference with certain Native Hawaiian practices – Rainforest destruction – Possible health and safety impacts – Disruption of the way of life for nearby residents – Hydrogen sulfide and other air quality issues – Noise – Increased strain on an inadequate infrastructure – Impact on native fauna and flora
